What is an EPC
The Energy Performance Certificate (EPC, Czech "PENB") rates how much energy a building consumes in normal operation. It helps owners, buyers and tenants compare buildings — like the energy label on appliances.
What the EPC contains
The certificate expresses total energy performance in kWh/(m²·year) and classifies the building into classes A–G. It assesses the envelope, heat source, hot water, ventilation, cooling and lighting.

When the EPC is mandatory
The obligation is set by Act No. 406/2000 Coll. and the implementing Decree 264/2020 Coll. You need an EPC in these situations:
- Construction of a new building (for approval).
- Major renovation (over 25% of the envelope).
- Sale of a building or a self-contained part (e.g. an apartment).
- Rental of a building or a self-contained part.
- Public-authority buildings above 250 m².
Who does not need an EPC
- • Buildings with energy-relevant floor area below 50 m².
- • Holiday buildings used less than 4 months a year.
- • Cultural monuments where compliance would unacceptably alter their character.
- • Religious and industrial buildings with minimal energy use.
- • Family houses older than 50 years without major changes (intra-family transfers only).
Validity and renewal
The EPC is valid for 10 years, or until a major change affecting energy performance. For existing clients we track validity and remind you 60 days before expiry.
Penalties
Penalties go up to CZK 100,000 for individuals and up to CZK 200,000 for businesses. Real-estate ads without the energy class violate the law.
